New: Legal Framework for Payment Service Providers (PSPs)

Algeria takes a decisive step in modernizing its entrepreneurial ecosystem.
Two new regulatory reforms, respectively issued by the Bank of Algeria and COSOB, lay the foundation for an environment conducive to innovation, digitalization, and startup financing.

These texts go beyond mere administrative reforms. They reflect a strategic vision: to transform the country into fertile ground for a knowledge-based economy driven by technology and modern finance.

 

1. Regulation No. 25-01: A Payment Services Revolution

Published by the Bank of Algeria, this regulation defines the legal framework for authorizing and supervising Payment Service Providers (PSPs). It opens the market to new players, including startups, capable of delivering innovative digital payment solutions.

This development enables:

  • Easier entry for private providers into the payments sector
  • Strengthened security and transparency of electronic transactions
  • Promotion of financial inclusion, especially in underserved areas
  • Growth of modern services such as e-wallets and mobile payments

This regulatory step finally gives Algerian fintechs the opportunity to design and scale solutions across the country.

 

2. Regulation No. 24-02: A Venture Capital Lever through FCPRs

Issued by COSOB, this regulation introduces Fonds Communs de Placement à Risque (FCPRs) — a new form of venture capital designed to attract private investment toward high-potential startups.

This mechanism allows:

  • Channeling private savings toward the real economy and innovation
  • Supporting the rapid growth of young companies through structured financing
  • Building a genuine venture capital market in Algeria

FCPRs offer a concrete solution to the persistent funding gap faced by many startups. They also open the door to partnerships with institutional investors.
