Launch of the “University Innovation Fund”: A New Financing Mechanism

The Commission for the Organization and Supervision of Stock Exchange Operations (COSOB) has announced an important development in the creation of new financing mechanisms dedicated to innovation and emerging companies in Algeria.

During its meeting on September 29, 2026, COSOB approved the creation of a Venture Capital Mutual Fund (FCPR) dedicated to investing in startups and innovative companies emerging from the university ecosystem.

A Fund with More Than 280 Million Dinars in Capital

Named the “University Fund for Innovation and Emerging Enterprises,” the fund has an initial capital of DZD 280,354,200. Its creation comes within the framework of COSOB Regulation No. 24-02 of October 23, 2024, relating to venture capital collective investment organizations (OPCRs).

The objective is to establish a new financial instrument capable of mobilizing capital for innovative companies and projects with significant growth potential.

Which Companies Will Benefit from the Fund?

  • The fund will primarily target startups, innovative companies, and emerging projects connected to the university and scientific ecosystem.
  • The targeted sectors are broad and notably include:
  • Digital transformation and artificial intelligence;
  • Healthcare and biotechnology;
  • Agri-food and food industries;
  • Energy and the environment;
  • Industry and materials;
  • Logistics;
  • Technology services;
  • As well as other fields related to scientific and technological innovation.

The ambition is to support high-potential projects and help them move from innovation to market entry, and then toward growth and investment.

A Fund Managed by a University Investment Company

The fund will be managed by the Financial Investment Company of the University of Algiers 3 (SIF-UA3).

Established as a joint-stock company (SPA), the company operates under the higher education and scientific research sector. Its headquarters are located at 11, Rue Docteur Doudou Mokhtar, Ben Aknoun, Algiers.

The involvement of the university ecosystem is a central element of the initiative, as the fund aims specifically to bring together research, innovation, entrepreneurship, and financing.
