Blue2Market Highlights Innovation and Strategic Partnerships at ASC2025

On the morning of 7 December 2025, Leancubator hosted the Blue2Market side event at the CIC Abdelatif Rahal in Algiers, held within the African Startup Conference 2025. The initiative forms part of the Blue Economy Program for Aquaculture and Fisheries (Programme Économie Bleue), funded by the European Union in Algeria and implemented in partnership with the Ministry of Agriculture, Rural Development and Fisheries and the Ministry of Knowledge Economy, Startups and Micro-entreprises.
A Strong Institutional Opening
The event opened with remarks from leading institutional representatives, including Mohamed Mounir Guerbi from the Ministry of Agriculture, Rural Development and Fisheries; Saleh Bouzerd from the Ministry of Knowledge Economy, Startups and Micro-entreprises; Chanez Zouadi and Mohamed Haouchine from the Blue Economy Program for Fishing and Aquaculture; and Nesrine R. Ziad, Program Director at Leancubator.
Their interventions underscored the growing national commitment to strengthening blue economy value chains, advancing innovation in marine-related sectors, and supporting startups as engines of sustainable economic growth.
Spotlight on Six Blue2Market Startups
A central part of the side event was the presentation of six innovative startups supported by Blue2Market, each offering high-potential solutions in aquaculture, fisheries, marine technologies, and sustainable shipbuilding:
• SPASU MARTECE, developing recyclable floating cages and intelligent aquaculture systems
• Sea Garden, establishing offshore farms producing shellfish, seaweed, and endemic marine species
• SARL Mahali Green and Bio, specializing in spirulina production through vertical photobioreactors
• Marine Arc, designing sustainable naval technologies integrating renewable energy and digital engineering
• Marinova, producing underwater drones (ROVs) for inspection and maritime operations
• HR Technology, offering GIS-based solutions for informed fisheries and aquaculture management
These presentations reflected the program’s objective of boosting the technological capacity, visibility, and commercial readiness of emerging blue economy actors across Algeria.
Exploring Investment Trends in the Blue Economy
The side event also featured a high-level panel titled Investing in the Blue Economy: Opportunities for Africa and the Mediterranean. The discussion brought together experts including Hichem Radoine (PEBPA), Mohamed Mounir Guerbi (MADRP), and Nesrine R. Ziad (Leancubator), who examined investment opportunities, regional collaboration, and innovation as key levers for developing competitive and sustainable blue economy enterprises.
Strategic MoU Signings on 8 December
On 8 December, the African Startup Conference hosted a dedicated ceremony during which Blue2Market startups formalized strategic Memoranda of Understanding (MoUs) with both public and private institutions. These agreements marked a significant step in facilitating venture clienting and accelerating the integration of innovative solutions into the market.

The ceremony brought together Noureddine Ouadah, Minister of Knowledge Economy, Startups and Micro-entreprises; representatives from the Ministry of Agriculture, Rural Development and Fisheries; Blue Economy Program delegates; Leancubator representatives; and the Managing Director of Algeria Venture, Lyes Abdoun.
Three Days of High-Impact Exhibitions
Throughout the African Startup Conference, Blue2Market-supported startups showcased their technologies through interactive stands that allowed visitors to experience their solutions in real time. Investors, institutional actors, and industry professionals had the opportunity to engage directly with founders, explore their business models, and witness demonstrations illustrating concrete applications in aquaculture, fisheries, marine engineering, and sustainable shipbuilding.
These exhibitions significantly enhanced the visibility of participating startups while generating meaningful connections, fostering knowledge exchange, and creating new avenues for collaboration.
Driving the Future of Algeria’s Blue Economy
The presence of Blue2Market at the African Startup Conference 2025 demonstrated the program’s capacity to accelerate the transition from innovation to commercialization, strengthen blue economy value chains, and support the emergence of scalable solutions contributing to sustainable development across Algeria, the region, and the Mediterranean.
